About this opportunity
Loudoun County, Virginia has issued Invitation for Bid (IFB) 641808 for the Washington & Old Dominion Trail At-Grade Crossing Project, seeking a qualified General Contractor to complete improvements at eight geographically separated locations within unincorporated county areas and the Town of Purcellville. The project scope includes comprehensive trail crossing enhancements such as trail realignment, constructing median refuge islands, installing ADA-compliant curb ramps, implementing flashing warning signs, performing tree trimming and clearing, and managing parking restrictions. Contractors must complete all necessary surveying, construction layout, traffic maintenance, earthwork, rock excavation, erosion and sediment control, and environmental compliance, including adhering to Virginia Stormwater Management Program (VSMP) and Storm Water Pollution Prevention Plan (SWPPP) requirements. The solicitation was posted on April 29, 2025, with proposals due by June 10, 2025, and interested bidders must download the full solicitation from www.loudoun.gov/bids, noting that online responses through EVA will not be accepted or considered. Potential bidders are required to demonstrate comprehensive construction and civil engineering capabilities, with a focus on precise infrastructure improvement and environmental management skills.
While specific set-aside designations are not explicitly detailed in the provided documentation, contractors should anticipate standard municipal procurement requirements for licensing, bonding, and potentially local workforce or small business participation guidelines. The project appears to be a publicly funded infrastructure improvement initiative targeting trail safety and accessibility, which may involve preference for local or regional contractors with demonstrated experience in municipal transportation infrastructure projects. Although specific budget ranges are not disclosed, the complexity of the eight-location improvement project suggests a substantial capital investment, likely requiring significant technical expertise and construction capabilities. Contractors will need to showcase robust environmental management practices, traffic control strategies, and the ability to work across multiple sites while maintaining strict compliance with local, state, and federal regulations. Interested firms should carefully review the full solicitation document for precise qualification criteria, submission requirements, and potential prequalification standards that may impact bidding eligibility.
