About this opportunity
Catoosa County Government is soliciting Statements of Qualifications from qualified engineering consultant firms to provide design services for roadway resurfacing projects at four locations—Burning Bush Road, Graysville Road, Pollard Road, and Hackett Mill Road—under RFQ 484-080526, with SOQs due August 5, 2026 at 2:00 p.m. EST. The prime consultant must be prequalified by the Georgia Department of Transportation in Area Classes 3.01 (Two-Lane or Multi-lane Rural Roadway Design) and 3.02 (Two-Lane or Multi-lane Urban Roadway Design), a mandatory capability filter.
The scope encompasses patching, asphalt overlay, single surface treatment, and earth shoulder backfilling across the four specified roadway segments. The overall consulting team must demonstrate prequalification in utility coordination, land surveying, construction materials testing, construction engineering and supervision, and erosion control planning. All consulting firms must maintain compliant accounting systems per 48 CFR Part 31 and submit yearly CPA overhead audits if aggregate contracts exceed $250,000. Firms must register with E-Verify and comply with Georgia's Security and Immigration Compliance Act requirements.
The selection process is two-phased: Phase I evaluates qualifications and experience, shortlisting three to five firms as finalists; Phase II evaluates technical approach and past performance of finalists. The anticipated contract is multi-phase and project-specific, intended to remain in effect through the preliminary engineering phase with potential extension for construction revisions. Contract amount will be determined through negotiations with the sponsor and may be structured as lump sum, cost-plus fixed fee, cost-per-unit-of-work, or specific rate of compensation. The project is part of the Catoosa County 23-26 Transportation Improvement Program funded under GDOT's Plan Development Process. Written questions are due July 15, 2026 at 2:00 p.m. EST. A restriction on communication prohibits respondents from contacting county staff except through designated channels until award announcement. SOQs must be submitted electronically to the Georgia Procurement Registry.
