About this opportunity

The Georgia Department of Transportation is requesting qualifications for two separate Indefinite Delivery, Indefinite Quantity regionalized statewide operational improvement contracts under RFQ-484-071426, with Statements of Qualifications due July 14, 2026 at 2:00 PM. GDOT anticipates awarding one contract each to two qualified firms — one covering the East Region (Districts 1, 2, 5, and 7 in DeKalb, Clayton, and Rockdale Counties) and one covering the West Region (Districts 3, 4, 6, and 7 in Cobb, Fulton, and Douglas Counties).

Proposing firms must maintain valid prequalifications in specified GDOT Area Classes covering environmental studies, traffic studies, roadway design, surveying, and utility coordination. This prequalification requirement is the primary eligibility filter.

The scope encompasses traffic engineering studies, traffic modeling, traffic counts, concept report preparation, field surveys, aerial photography, photogrammetric mapping, hydrologic and hydraulic analysis, roadway and pavement design, geotechnical services, environmental studies, and subsurface utility engineering for intersection, interchange, and corridor improvements, including unconventional designs such as roundabouts and diverging diamond interchanges. Work is performed across specified districts in the East or West Region as applicable.

Each contract carries a minimum value of $25,000 and a maximum value of $12 million, with a five-year term and GDOT's right to extend or modify. Payment may be structured as Lump Sum, Cost Plus Fixed Fee, Cost per Unit of Work, or Specific Rate of Compensation. Firms with aggregate contract amounts exceeding $250,000 must have submitted a yearly CPA overhead audit and comply with 48 CFR Part 31 accounting requirements.

Evaluation is two-phase. Phase I weights project manager and key team leader experience (30%), additional resources and approach (20%), and prime consultant experience and past performance (10%). Phase II advances shortlisted firms and evaluates technical approach (40%) and presentation or interview if required. Written questions are due June 12, 2026 at 2:00 PM. No pre-bid meeting or site visit is scheduled.
