About this opportunity
The California Public Utilities Commission (CPUC) is issuing Request for Quote (RFQ) 38975 for Halon Fire System Services to serve San Francisco County and the cities of San Francisco and South San Francisco. The procurement seeks a qualified contractor to provide comprehensive inspection, maintenance, incident response, and parts replacement services for the CPUC's existing FenwalNET 8000-ML Halon fire suppression system located in the 3rd Floor Communications and Server Rooms at 505 Van Ness Avenue, San Francisco, California (Model FenwalNET 8000-ML, Serial No. PYM 53226101, Part No. 74-800100-001). Required services include annual and semi-annual inspections in compliance with NFPA 2001 standards, five-year pre-action system inspections if applicable, recurring pre-action system inspections, comprehensive reporting, incident response staffed by qualified technicians, and replacement of end-of-life, defective, or unrepairable components. Key personnel requirements include a Project Manager, Fire Alarm Technician, Fire Suppression Technician, and Sprinkler Fitter, each with a minimum of one year of relevant experience. The contract will utilize a "Best Value" evaluation approach with administrative requirements scored on a pass/fail basis and cost requirements evaluated on a maximum of 100 points, with the lowest bidder receiving full points and other bids scored proportionally. The proposal submission deadline is May 15, 2026 (moved forward two days via Addendum 1 issued May 6, 2026), with an anticipated contract award date of May 26, 2026. The contract period runs from June 30, 2026 through June 30, 2028, with three optional one-year renewal terms available at original rates.
The CPUC offers a 5% Small Business/Micro Business (SB/MB) preference to certified SB/MB bidders or non-SB/MB bidders subcontracting at least 25% of work to SB/MB firms, as well as a Disabled Veteran Business Enterprise (DVBE) incentive of 1% to 5% based on confirmed DVBE participation levels; however, no mandatory SB/MB or DVBE participation is required. All proposals must include completed Payee Data Record (STD 204), Bidder Declaration Form (GSPD-05-105), California Civil Rights Laws Certification, Confidentiality Statements for staff members, GenAI disclosure, and cost worksheets submitted electronically to ITSolicitations@cpuc.ca.gov by May 15, 2026. Contractors must maintain commercial general liability insurance of $1,000,000 per occurrence and $2,000,000 annual aggregate, statutory workers' compensation coverage with $1,000,000 employer's liability limits, and comply with extensive information security requirements including FIPS 140-3 encryption standards and annual disaster recovery testing. The deliverables-based contract features fixed hourly labor rates with no escalation factors and includes a $10,000 annual parts replacement budget ($50,000 total across the five-year period including optional renewals), with unanticipated tasks capped at 5% of the base contract value. The total contract cost cannot exceed $239,600.00, representing the maximum award value for this procurement.
