About this opportunity
The Massachusetts Department of Public Health is requesting qualifications for performance and quality improvement consulting services to rural hospitals across Massachusetts under RFQ 272267320229, with proposals due August 4, 2026.
The scope encompasses needs assessments, strategic planning facilitation, implementation support, and ongoing performance monitoring focused on operational efficiency, clinical quality metrics, financial performance, and workforce development at rural healthcare facilities. Respondents must demonstrate substantial experience working with rural hospital networks, possess relevant healthcare industry certifications and credentials, provide references from similar engagements, and offer comprehensive project management capabilities.
Vendors receiving, creating, or maintaining confidential information on behalf of MDPH—including personal data, protected health information, and security information—must implement administrative, physical, and technical safeguards meeting industry best practices and MDPH standards. These include mandatory privacy and security training for employees and subcontractors, password-protected user accounts, encryption protocols for laptops and portable media, secure data backup procedures, and media sanitization upon contract termination. Vendors must report any unauthorized use, disclosure, or security incidents to MDPH within one business day of discovery and comply with all state and federal privacy laws, including the Fair Information Practices Act and HIPAA where applicable. Use and disclosure of confidential information is restricted strictly to performance of contract obligations, with prohibitions on publishing or publicly releasing findings without prior written MDPH approval. Upon contract termination or completion, vendors must return or destroy all confidential information within 14 days per MDPH direction.
Respondents must submit detailed proposals with cost proposals demonstrating transparent pricing for all services and deliverables throughout the contract term. The RFQ does not indicate specific set-asides for disadvantaged businesses or incumbent contractor preferences. Funding is provided through Massachusetts state appropriations allocated to rural healthcare development and quality improvement programs.
