About this opportunity
The Alaska Railroad Corporation is requesting quotes for 6-foot chain link fencing installation at two turnout locations along the Seward Highway (MP 90-99 / ARRC MP 74.7-84) within the Municipality of Anchorage, with quotes due by 3:00 p.m. local time on September 22, 2026. The fencing is designed to prevent trespassing onto active railroad tracks accessing the Bird-to-Gird Trail.
Turnout #1 is located at Seward Highway MP 91.5 and Turnout #2 at MP 92.1. Track outages are limited and provisional — typically 6 hours daily outside passenger season (October 1 through April 12) and 2–8 hours during passenger season (April 12 through October 1), subject to change based on weather and barge traffic.
The award will be on a firm fixed-price basis to the lowest responsive and responsible bidder. Bid security of 5 percent of the bid price in the form of a cashier's check or bid bond is required. Payment and Performance Bonds at 100 percent of the contract amount are required for bids exceeding $100,000. The project is subject to Davis-Bacon Act prevailing wage requirements, with certified weekly payroll submissions to the ARRC portal and State of Alaska Department of Labor. Contractors must comply with ARRC Standard Specifications for Construction (March 2025 Edition), maintain a drug and alcohol-free workplace, and submit a site Health and Safety Plan at least 10 days prior to work commencement.
A non-mandatory pre-bid site visit is scheduled for September 15, 2026 at 11:00 a.m. at the turnout located at MP 92.5. Attendees must arrive by 10:45 a.m. and provide their own safety equipment (hardhats, safety vests, protective footwear, and safety glasses). Register for the planholders list by returning the first page of solicitation documents to receive future addenda. Questions should be directed to Michele Hope, ARRC Supply Management, at (907) 265-4467 or Hopem@akrr.com. This solicitation may be funded in whole or in part by Federal Transit Administration or Federal Highway Administration funds.
