About this opportunity
The Executive Office of Technology Services and Security (EOTSS) of the Commonwealth of Massachusetts is soliciting quotes under RFQ 26-05205 for an accessible video player and/or hosting solution for videos embedded on Mass.gov, with bidder questions due November 6, 2026 and responses due November 20, 2026 at 3:00 PM Eastern Time. Responses are restricted to current bidders on Statewide Contract ITS86.
Certified small businesses are highly desired for bids where the annual spend is less than $250,000, in accordance with the state's supplier diversity program. EOTSS strongly prefers services provided by resources located in the United States.
The solution must support up to 25 users and comply with the Commonwealth's Digital Accessibility Standards, including WCAG 2.1 Level A and AA. Required accessibility features include keyboard-operable player controls, screen reader compatibility, and support for captions, transcripts, audio descriptions, multiple languages, and ASL video. General features include ad-free playback, chapter and playlist creation, auto-captioning, compatibility with the Mass.gov Drupal CMS, and high-capacity storage of at least 7TB. Offerings may be on-premises or cloud-based software, infrastructure or platform as a service, and related setup, implementation, configuration, support, maintenance, and training services. Bidders must comply with the Commonwealth's Enterprise Information Security Standards and Policies and the Enterprise Use and Development of Generative Artificial Intelligence Policy. Bidders must provide three references demonstrating similar service delivery to comparable organizations within the last five to ten years, preferably government entities within Massachusetts.
The estimated contract term is 36 months, with potential renewal or extension by written agreement. Bidders must complete a Cost Response Table with fixed prices for initial and renewal terms. No support and maintenance fee increases are permitted during the initial term, and increases are capped at 3% annually thereafter.
Responses will be evaluated primarily on fit to RFQ requirements, product functionality quality, delivery time, and price. Bidder demonstrations are scheduled for December 7 through 11, 2026, and the Notice of Apparent Successful Bidder(s) will be posted by January 8, 2027. Responses to bidder questions will be posted by November 12, 2026. The Commonwealth does not commit to paying bid preparation costs or to awarding any contract, and may accept or reject bids, contract for some or all services, or cancel the RFQ.
