About this opportunity
The Commonwealth of Massachusetts Executive Office of Technology Services and Security (EOTSS) is soliciting quotations under RFQ 26-05205 for an accessible video player and/or hosting solution for videos embedded on Mass.gov, with bidder questions due November 6, 2026 and responses due November 20, 2026 at 3:00 p.m. Eastern Time. Only current bidders on Statewide Contract ITS86 are eligible to respond.
No set-aside applies. If annual spending falls below $250,000, bids from certified small businesses are highly desired under Supplier Diversity Office guidance.
The solution may be on-premises software, SaaS, IaaS, or PaaS, with setup, implementation, configuration, support, maintenance, and training services, and must support up to 25 users. It must comply with the Commonwealth's Digital Accessibility Standards, including WCAG 2.1 Level A and AA, with keyboard-operable controls, screen reader compatibility, multi-language support, captions and transcripts, audio description, picture-in-picture for ASL video, and adjustable caption display. Required general features include no-ad playback, chapters, playlists, auto-captioning, multiple seats with administrative controls, folder organization, Drupal CMS compatibility, and minimum 7TB storage. Bidders must comply with Enterprise Information Security Standards, M.G.L. Chapters 93H and 66A, and the Commonwealth's Generative AI Policy, and the Commonwealth retains all intellectual property in deliverables.
Pricing must be submitted through COMMBUYS with fixed pricing for the 36-month initial term and renewal terms. Support and maintenance rates are held fixed for three years after the initial term, thereafter increasing no more than three percent annually. The initial term is 36 months, with renewal or extension options governed by the applicable Statewide Contract.
Evaluation criteria, in descending order of importance, are fit to requirements, product functionality quality, time for delivery, and price. Required forms include the RFQ Response Form, Cloud Terms Table (if providing cloud solutions), Statement of Work Template (if providing professional services), and Risk Management Form.
The Commonwealth will post responses to bidder questions by November 12, 2026. Bidder demonstrations are estimated for December 7–11, 2026, and the apparent successful bidder will be posted January 8, 2027.
