About this opportunity
The Executive Office of Technology Services and Security (EOTSS) for the Commonwealth of Massachusetts is seeking PSTN connectivity and services to replace legacy telecommunications infrastructure for executive branch agencies through a Request for Quotation (RFQ-26-04395). The procurement is divided into two primary parts: Part 1 addressing analog replacement services for life-safety systems, fax machines, point-of-sale systems, and voice/paging systems, and Part 2 covering IP-based alternatives to traditional Primary Rate Interface connections. Bidders must be registered on the ITT72 Statewide Contract in Network Services categories and must submit responses through COMMBUYS by December 19, 2025, at 3:00 PM Eastern Time. Bidder questions are due by December 3, 2025, with Commonwealth responses expected by December 10, 2025. The solution must support a complex Parent/Child/Sub-Account billing model with EOTSS as the Parent Account owner, each Secretariat as a Child Account, and individual agencies as Sub-Accounts. The procurement requires U.S.-based 24/7/365 support with a Service Level Agreement guaranteeing at least 99.999% reliability.
Eligible bidders must meet extensive compliance requirements, including certifications for HIPAA, PII standards, IRS Publication 1075, FedRAMP, CJIS, and SOC 2, with mandatory annual third-party verification. The contract has an initial 12-month term with potential renewal, and EOTSS intends to complete full service transition by December 31, 2026. While no specific funding amount is stated, the preferred financial model includes fixed monthly pricing per service location with no one-time installation or equipment fees. The successful vendor must work directly with the incumbent managed service provider to ensure a seamless transition and must retain ownership of all ported numbers on behalf of the Commonwealth. Vendors must also demonstrate compliance with specific regulatory requirements including NIPA 72 for life-safety systems, RAY BAUM's Act, Kari's Law, and Massachusetts General Laws. Invoicing will be permitted within 45 calendar days of deliverable acceptance, and bidder demonstrations will be scheduled at an estimated date to be determined.
