About this opportunity
Jefferson County Drainage District No. 6 in Texas is requesting qualifications for professional construction inspection and materials testing services for the CDBG-MIT Corley Diversion Project, with qualifications due August 28, 2026 (one original and three copies to the District's Purchasing Department at 6550 Walden Road, Beaumont, Texas 77707 by 2:00 PM on August 27). The project is federally funded through HUD via the Texas General Land Office under contract #24-065-004-E161 and is subject to CDBG Regional Mitigation Program regulations and Davis-Bacon and Related Acts compliance.
The scope encompasses full-time, on-site construction inspection and materials testing services for storm sewer infrastructure, water and sanitary sewer utilities, roadway paving (asphalt and concrete), backfill, and associated civil construction activities. Materials testing may be provided directly or through qualified sub-consultants.
Selection follows a two-step qualifications-based approach under 2 CFR 200.320(d)(5): the District will identify the highest-qualified firm and then enter into fee negotiations. Evaluation criteria are weighted as follows: inspection qualifications and experience (25 points), materials testing qualifications and expertise (25 points), project team and key personnel (25 points), approach and project understanding (15 points), and past performance and references (10 points).
Respondents must demonstrate compliance with Fair Labor Standards, Equal Employment Opportunity requirements, Section 3 of the HUD Act of 1968, and affirmative action standards. Required submissions include current professional liability insurance, SAM.gov certification of non-debarred status, anti-collusion affidavits, conflict of interest disclosures, non-lobbying certifications, and state-mandated compliance certifications including boycott verifications. Written questions are due Friday, August 21, 2026 by 1:00 PM CST, to be directed to Karen K. Johnson.
