About this opportunity
The California Department of Fish and Wildlife (CDFW) is seeking a procurement for RFQ #24-090, specifically requesting 132 liters of Licensed Autogenous Monovalent Lactococcus petauri and adjuvant Immersion Vaccine for the Fillmore Fish Hatchery. The primary objective is to address Lactococcosis, a deadly bacterial disease affecting fish, by providing an immunization solution to prevent infection in young fish within affected hatcheries. The procurement covers jurisdictions including Sacramento County, Sacramento City, and West Sacramento City, with a focused delivery requirement to the Fillmore Fish Hatchery in Fillmore, CA. Key procurement dates include December 27, 2024, at 2:00 PM for vendor questions, January 3, 2025, for agency responses to questions, and a bid submission deadline of January 8, 2025, at 2:00 PM, with bid opening at 3:00 PM the same day. The vaccine must be delivered by March 1, 2025, and the award will be made on an "all or none" basis to the lowest responsive and responsible bidder, with delivery terms specified as FOB Destination, Freight Prepaid.
The procurement includes several set-aside and preference provisions, offering a 5% preference for California certified small businesses or non-small businesses that subcontract at least 25% to certified small businesses. While Disabled Veteran Business Enterprise (DVBE) program requirements are waived, a DVBE incentive of up to 5% is available based on participation levels. Vendors must complete several mandatory forms, including the Bidder Declaration (DFW 1082), Darfur Contracting Act Certification (DFW 1080), Payee Data Record (STD 204), and a new Generative AI Disclosure (STD 1000). Although a specific contract value is not explicitly stated, the procurement suggests a focus on precise vaccine acquisition with potential for future expanded requirements. Vendors must be prepared to provide comprehensive documentation, including subcontractor details, tax information, and compliance certifications, to be considered for this specialized scientific procurement aimed at protecting fish populations in California's hatcheries.
