About this opportunity
The California Department of Fish and Wildlife (CDFW) has issued Request for Quotation (RFQ) #24-075 for a specialized Lactococcus petauri immersion vaccine to be used at the Fish Springs Hatchery located in Big Pine, California. The procurement seeks 95 liters of a Licensed Autogenous Monovalent Lactococcus petauri and adjuvant Immersion Vaccine designed to prevent a deadly fish disease caused by the bacterial pathogen. The vaccine must be produced using a Lactococcus petauri isolate provided by CDFW and must have been previously tested for efficacy in California by or in collaboration with the CDFW Fish Health Laboratory. Responses to the RFQ are due by February 7, 2025, at 2:00 PM, with quote opening at 3:00 PM. Written questions must be submitted by January 29, 2025, at 2:00 PM, with agency responses provided by February 4, 2025. The contract specifies delivery must be completed by March 1, 2025, and quotes must remain valid for a minimum of 60 days after issuance. Award will be made on an "all or none" basis to the lowest responsive and responsible bidder.
The RFQ includes several set-aside provisions and preferences for California businesses, specifically offering a 5% preference to California certified small businesses or non-small businesses subcontracting at least 25% to certified small businesses. While Disabled Veteran Business Enterprise (DVBE) program requirements are waived, a DVBE incentive of 3-5% is available based on participation levels. Bidders must complete multiple mandatory forms, including a Bidder Declaration (DFW 1082), Payee Data Record (STD 204), Darfur Contracting Act Certification (DFW 1080), and a new Generative Artificial Intelligence Disclosure form (STD 1000). All equipment must be new and represent the latest model in current production, with pricing required to be F.O.B. Destination with freight prepaid and included in the quoted price. While no specific budget range is explicitly stated, the procurement is focused on a targeted, specialized vaccine solution for fish hatchery disease prevention in Imperial County, California.
