About this opportunity

The City of Fort Worth Development Services Department is requesting qualifications from independent auditing firms to conduct a financial audit of the City's Transportation Impact Fee Program under RFQ 26-0290, with statements of qualifications due September 17, 2026 at 2:00 p.m. CST via the Bonfire Procurement Portal. This is a compliance audit mandated by Texas Local Government Code Section 395.059.

Responding firms must hold a minimum of five years of public-sector auditing experience, with demonstrated capability in fee collection analyses and compliance reviews. The audit scope encompasses approximately $285 million in Transportation Impact Fee revenue collected from May 13, 2008 to present across 28 transportation impact fee service areas (including nine service areas currently collecting no fees) and 80 or more capital projects citywide. The selected firm must complete the audit within 180 calendar days of contract execution, with deliverables including a kick-off meeting within two weeks, a detailed data requirements list within five business days, bi-weekly progress meetings, draft findings by day 150, and final audit findings by day 180. The firm must attend up to three in-person meetings with the Capital Improvement Advisory Committee, City Council, and other stakeholders to present results; other meetings may be conducted virtually. All records are maintained electronically and accessible for remote work; the City transitioned from MARS to PeopleSoft in 2016, with legacy data available through Financial Management Services. The City will coordinate with the consultant preparing the 2027 Transportation Impact Fee Study.

Evaluation is weighted as Firm Experience and Personnel Experience (60 points), Capacity and Availability (30 points), and Sample Work Product (10 points), for a maximum of 100 points. Respondents must submit SOQs not exceeding 15 letter-sized pages (excluding transmittal letter, conflict of interest form, Form 1295, covers, and resumes), with resumes limited to 2 pages per person. A written or visual description of three similar audits completed within the past ten years, preferably in Texas, is required. The 12-month independence period is assessed from the September 17, 2026 SOQ due date for both the prime firm and the CPA responsible for issuing the report; subconsultants are permitted if the reporting CPA meets independence requirements. Pricing will be negotiated with the selected firm; no cost proposals should be included in the SOQ. All contractors must complete Form 1295 (notarized) and file Questionnaire Form CIQ with the Fort Worth City Secretary within seven days of submission to comply with Texas Local Government Code Chapter 176 conflict of interest disclosure requirements. A virtual pre-submittal meeting is scheduled for August 26, 2026 from 11:00 a.m. to 12:00 p.m. CST via Microsoft Teams. Questions are due September 4, 2026. Contract funding derives from Transportation Impact Fee revenues collected and reserved by the City.
