About this opportunity

The City of Fort Worth Development Services Department is requesting qualifications from independent auditing firms to conduct a financial audit of the City's Transportation Impact Fee Program under RFQ 2027, with statements of qualifications due July 23, 2026 at 2:00 p.m. CST via the Bonfire Procurement Portal. A pre-submittal meeting is scheduled for July 8, 2026 from 10:00 to 11:00 a.m. via Microsoft Teams.

Respondents must hold certification as a certified public accountant or public accountant licensed by the Texas State Board of Public Accountancy, possess a minimum of five years of experience conducting audits for public-sector or municipal clients, and demonstrate familiarity with Texas Local Government Code Chapter 395. Auditors must not have provided other services to the City of Fort Worth or related entities during the 12 months preceding audit commencement — a significant independence restriction.

The scope covers the Transportation Impact Fee Program from its inception in May 2008 through present, encompassing approximately $285 million in collected revenues and 80+ capital projects. Deliverables include a data requirements list within five business days of contract execution, draft audit findings with presentation within 150 calendar days, and final audit findings within 180 calendar days. The successful firm must attend biweekly progress meetings and present results to the Capital Improvement Advisory Committee and City Council.

Evaluation uses a one-step process: Firm and Personnel Experience (60 points), Capacity and Availability (30 points), and Sample Work Product (10 points). Respondents must submit three sample audits of similar size and scope completed within the past ten years, preferably in Texas.

Contract negotiation will follow selection, during which the successful firm will submit detailed labor hour and expense estimates. The contract is expected to be funded from Transportation Impact Fee revenues. Submissions must include the Statement of Qualifications, Conflict of Interest Questionnaire, and Form 1295 (Certificate of Interested Parties) in PDF format. The question period runs through July 10, 2026 at 5:00 p.m. CDT.
