About this opportunity

Union County, North Carolina is soliciting Statements of Qualifications from construction managers at risk for the Historic Post Office/West Franklin Street Renovations project under RFQ 2027-016, with SOQs due November 18, 2026 and a non-mandatory pre-submittal conference on October 27 at the project site in Monroe.

The selected CMAR firm must be a licensed general contractor in North Carolina and must possess sufficient bonding capacity to provide 100% performance and payment bonds. The firm will coordinate with a separately contracted A/E firm on a two-phase project: Phase 1 involves renovation and adaptive reuse of a 41,000-square-foot former commercial shopping center for county office and operational use, including demolition, construction of office and support spaces, and parking improvements; Phase 2 encompasses minor interior renovations and updated finishes to approximately 27,553 square feet of the Historic Post Office, which will remain operational during construction. The CMAR will provide preconstruction and construction-phase services, publicly advertise and receive bids from prequalified first-tier subcontractors in accordance with North Carolina General Statutes, and comply with Union County's Small Business Outreach Guidelines and applicable North Carolina law regarding small business participation.

The anticipated construction budget is approximately $5 million, with final scope, programming, design, and budget allocation between phases to be developed during design and preconstruction. The contract will be structured as Cost of Work Plus a Fee arrangement with a Guaranteed Maximum Price using AIA Document A133-2019. Firms will be evaluated solely on qualifications—specialized experience, CMAR project history, project team qualifications, and project management approach—with no pricing required in the SOQ. Questions are due October 30, 2026. Interviews with shortlisted firms are anticipated for the week of December 18, 2026.
