About this opportunity
The County of San Diego is requesting quotations for two 2026 or newer Toyota RAV 4 Plug-in Hybrid SE vehicles under RFQ 13409, with quotations due September 30, 2026 at 5:00 PM. This procurement is reserved for local businesses as defined by Board of Supervisors Minute Order 6 (January 28, 2025) — vendors must maintain headquarters within San Diego County or provide or sell similar goods or services from a San Diego County location.
The vehicles must feature a 2.5-liter 4-cylinder plug-in hybrid powertrain, all-wheel drive, Ice Cap exterior color, and black/blue cloth interior. Factory-installed equipment includes blind spot mirrors, all-weather liner package, mudguards, and rear compartment cargo tote organizer. Additional requirements are 70% front and 35% rear window tinting, front and rear seat covers, three programmed keys, and backup alarm functionality.
Delivery must occur within 90 calendar days after purchase order issuance, Monday through Friday between 8:00 AM and 3:00 PM at County of San Diego DGS Fleet Services, 5610 Overland Avenue, San Diego, CA 92123. Vendors must supply vehicles with full fuel tanks (90% or above), all required DMV documentation, and manufacturer documentation. Contractors are responsible for all vehicle preparation costs, defect repairs within 14 calendar days, and delivery coordination.
The pricing schedule itemizes the base vehicle cost, one extra key per vehicle, tire fees ($1.75 each, 10 units), California DMV electronic vehicle registration fees ($37.00 each, 2 units), and documentation processing fees ($85.00 each, 2 units). All shipping, additional fees, and DMV registration must be included in quoted prices; sales tax should be omitted. Payment terms are NET 30, with qualified small-local businesses potentially eligible for NET 15 under Board Policy B-53.
Award will be based on offeror experience, qualifications, technical approach, acceptance of the County's draft agreement, physical vehicle availability, vehicle specifications, and delivery lead time. Questions are due September 29, 2026 at 5:00 PM. Contractors must provide status updates at 30, 60, 90, and 120 days post-purchase order issuance.
