About this opportunity
The Birmingham-Jefferson County Transit Authority (BJCTA) is requesting qualifications for Architectural & Engineering services to design two additional Bus Rapid Transit shelter platforms and two Mobility Hubs along the existing ten-mile BRT corridor in Birmingham, Alabama, under RFQ 2026-04-REBID, with proposals due October 22, 2026, and a pre-proposal conference scheduled for October 6.
Minimum qualifications include demonstrated FTA experience, transit facility design expertise, proven performance on at least three comparable projects within the past five years with client references, and professional licensing in Alabama. Contractors must enroll in E-Verify and demonstrate five years in business, supported by three years of audited financial statements. No DBE goals apply, though all consultants must comply with nondiscrimination requirements under 49 CFR Part 26.
The scope encompasses comprehensive A&E services: site evaluations, engineering analysis, architectural design, cost estimating, construction document preparation, permitting coordination, and construction administration using Design-Bid-Build delivery. The design phase spans 360 calendar days; construction duration is estimated at 300 calendar days. Compensation is firm, fixed price for the scope outlined in Exhibit A, with net 30 payment terms following receipt of audit-worthy monthly invoices.
The base contract term is twelve months with an option for one additional twelve-month renewal term at BJCTA's sole discretion, contingent upon contractor performance and fund availability. Required insurance includes Commercial General Liability ($2 million aggregate / $1 million per occurrence), Professional Liability / Errors & Omissions ($2 million aggregate / $1 million per claim), Workers' Compensation at Alabama statutory limits, and Automobile Liability ($300,000 combined single limit). The contract is contingent upon BJCTA Board appropriation of funds. Proposal packages are limited to 75 pages. Written questions are due October 13 at 3:00 PM, with responses posted by October 16 at 5:00 PM. Board approval for contract award is anticipated November 19, 2026.
