About this opportunity

The City of Winder, Georgia is soliciting Statements of Qualifications for preconstruction engineering design services for the Jackson Street @ SR 8 (May Street) Pedestrian Bridge project, with SOQs due November 19, 2026 at 2:00 p.m. The City anticipates awarding a single, multi-phase, project-specific contract to one firm.

Prime consultants must maintain current GDOT prequalification in Area Classes 3.02 (Two-Lane or Multi-Lane Urban Roadway Design) and 3.13 (Facilities for Bicycles and Pedestrians). The overall team must possess GDOT prequalification in approximately 20 additional Area Classes covering environmental documentation, survey, bridge design, utility coordination, and construction engineering disciplines. Firms must demonstrate compliance with 48 CFR Part 31 audit and accounting system requirements and provide notarized certifications regarding conflicts of interest, criminal history, debarment status, and E-Verify authorization.

The scope encompasses concept development, field surveys, environmental documentation including special studies, preliminary and final construction plans, signing and marking plans, right-of-way plans, erosion control plans, utility coordination plans, and final specifications and estimates. The pedestrian bridge spans State Route 8 and connects South Jackson Street to North Jackson Street, with a 10-foot width. The contract is anticipated to remain in effect through successful completion of the preliminary engineering phase, with potential extensions for construction administration and inspection services.

Contract amount will be determined through City negotiations using payment methods potentially including lump sum, cost plus fixed fee, cost per unit of work, or specific rates of compensation.

The City will employ a two-phase selection process: Phase I identifies three to five finalist firms based on experience, qualifications, resources, and workload capacity; Phase II requests technical approaches and past performance information from finalists to determine final rankings. Questions are due November 4, 2026, with the final addendum publication deadline of November 10, 2026. The City reserves the right to reject any or all submissions and to terminate negotiations with the highest-scoring finalist if satisfactory rates and terms cannot be reached, proceeding with the next-ranked finalist.
