About this opportunity

The California Air Resources Board (CARB) has issued Request for Quotation (RFQ) No. 2024231 for procuring a comprehensive FTIR Raw Emission Bench and Analyzers system for its heavy-duty chassis test cells located in the Southern California Headquarters in Riverside County. The procurement seeks eight specific items, including a SESAM i60 FT Pre-filter with commissioning support, multiple AMA analyzers for measuring gaseous emissions such as total hydrocarbons, nitrogen oxides, carbon dioxide, and carbon monoxide. The primary objective is to support critical testing programs like Heavy Duty in-use compliance and Low NOx Omnibus Program, which require sophisticated simultaneous measurement of NOx emissions upstream and downstream of the SCR system. The RFQ demands comprehensive equipment capable of investigating complex emissions interactions, including how urea decomposes into HCNO and NH3, and how these products interact with NOx. Key deliverables include the complete emission analysis system, on-site installation, commissioning, acceptance testing, and comprehensive training. The proposal is due by June 6, 2025, with an anticipated award date 5-10 working days after quote submission, and a required delivery timeline of 45 working days after order receipt.

The solicitation includes specific provisions for small business participation, offering a five percent bid preference for California certified small businesses or vendors committing to subcontract at least 25% with California certified small businesses. Potential respondents must provide detailed pricing through the Contractor Cost Worksheet, with all shipping costs included in unit pricing. The procurement includes warranty coverage of 3 years for the SESAM i60 FT system and 1 year for analyzers, covering parts and components against manufacturing or material defects. While no specific budget range is explicitly stated, the complexity of the equipment and specialized nature of the emission analysis systems suggest a significant procurement value. The contract will be executed as a Purchase Order, with delivery and installation at the CARB facility in Riverside, California. Vendors must demonstrate technical capability to provide sophisticated emissions testing equipment and support infrastructure that can integrate with existing CARB testing capabilities.

Opportunity text

The California Air Resources Board's (CARB) recently commissioned heavy-duty (HD) chassis test cells in the Southern California Headquarters (SCHQ) require an additional Fourier-Transform InfraRed (FTIR) raw exhaust sampler to support CARB testing programs such as Heavy Duty in-use compliance, Heavy Duty low NOx Omnibus Porgram and clean vehicle emission testing, specifically measuring criteria and greenhouse gas pollutants. FTIR is necessary to provide comprehensive support for CARB testing programs such as Heavy Duty in-use compliance and Low NOx Omnibus Program. These programs require simultaneous measurement of NOx emissions upstream and downstream of the SCR system to evaluate the NOx reduction efficiency. For a more thorough examination of the NOx reduction efficiency, it is necessary to investigate how urea decomposes into HCNO (isocyanic acid, highly toxic component) and NH3, and how these products interact with NOx to convert it into nitrogen and water.
