About this opportunity

The California Department of Food and Agriculture (CDFA) has issued Request for Quote (RFQ) #2024177.1 for a Volatile Organic Compound (VOC) and Air Toxic Analyzer, specifically seeking a rMAXNex-He rapid MAX N exceed elemental analyzer for total nitrogen analysis. The procurement covers multiple deliverables including the elemental analyzer, consumables, a computer, gas regulators, online training, and an electronic analytical balance. The solicitation is focused on the fertilizer inspection program and requires a top-tier instrument providing excellent precision and accurate data with minimal maintenance. Bid responses are due by March 24, 2025, at 12:00 PM PT, with award methodology targeting the lowest responsive and responsible bidder meeting administrative and technical requirements. The procurement will be awarded on an "All or None" basis, with total proposed pricing required to include all freight, shipping, and handling charges. Evaluation will assess compliance with detailed technical specifications and administrative requirements outlined in the solicitation documents.

The RFQ is specifically targeted at small businesses and Disabled Veteran Business Enterprises (DVBE), with strict certification requirements for potential bidders. Vendors must complete multiple mandatory attachments, including a Commercially Useful Function Statement, Bidder Declaration, Recycled Content Certification, Darfur Contracting Act Certification, and California Civil Rights Laws Certification. The solicitation covers jurisdictions in Sacramento County and San Francisco City, and is not funded by federal funds. Notably, the procurement includes unique provisions regarding generative AI usage, requiring bidders to disclose any intent to use or provide generative AI tools. While specific budget ranges are not explicitly stated, the comprehensive nature of the solicitation suggests a significant investment in specialized scientific instrumentation. Compliance with state regulations on recycled content, civil rights, and business practices is mandatory, with potential vendors needing to demonstrate robust qualifications and adherence to California's procurement standards.

Update #2 · Latest ·

The California Air Resources Board (CARB) seeks to procure (2) Volatile Organic Compound (VOC) and Air Toxic Analyzer and accessories. CARB requests a real-time, highly robust volatile organic compound (VOC) analyzer to measure chemicals that lead to regulated fine particulate matter (PM2.5) and ozone (O3) in the atmosphere. Measurements from this air analyzer is critically needed to improve the regional air quality modeling necessary for the development of federally mandated State Implementation Plan by providing independent verification of aerosol model predictions in areas currently not attaining the National Ambient Air Quality Standards for PM2.5 and O3. This criticality is emphasized because these instruments need to be deployed in NAAQS non-attainment areas.

Update #1 ·

Total nitrogen analysis is one of the most frequent assays that requested by the fertilizer inspection program. Elementar rapid MAX N exceed instrument is top of the line performer, providing excellent precision and accurate data with minimal maintenance.
