About this opportunity
The City of Waco, Texas is issuing a Request for Qualifications (RFQ) for engineering services to perform hydraulic and hydrologic modeling and bridge analysis for the Primrose Creek Bridges Planning Project. The selected engineering firm will evaluate seven existing bridges along a 2.2-mile corridor of Primrose Creek, located in Sherman County, and develop alternatives to mitigate the floodplain at these crossings. The key objectives are to provide a report of the findings, maps/exhibits, and prepare support documentation for a future Bridge Investment Program (BIP) Bridge Construction Grant application. The design work is expected to be completed within 12 months, but must be finished by December 2025 to meet the Federal Highway Administration (FHWA) and City of Waco grant agreement. Responses to the RFQ are due on October 31, 2024 via the City's Bonfire portal or by physical delivery, and the contract will be awarded and approved by the Waco City Council. The RFQ does not include any pricing information, as the selection of the design firm will be in accordance with Chapter 2254 of the Texas Government Code.
This contract opportunity is open to any qualified professional consulting engineering firm, and there is no incumbent identified. The project will be funded through an FHWA BIP Planning Grant received by the City of Waco in 2022, but the RFQ does not specify a budget range or award value. The City is seeking qualifications, experience, and an approach that demonstrates the firm's ability to deliver the required engineering services and support the City's application for future BIP Bridge Construction Grant funding.
