This procurement involves comprehensive dredging, onsite dewatering, hauling, and disposal of water treatment plant sludge from a 3.2-acre lagoon that has not been cleaned since 2018. The project requires contractors to remove approximately 6,328 dry tons of sludge, with anticipated non-hazardous waste classification. Key deliverables include providing necessary facilities and equipment for personnel movement, temporary site utilities, site preparation, demobilization, and complete site cleanup. A non-mandatory pre-proposal teleconference is scheduled for 10:00 AM on Friday, December 12, 2025, via Microsoft Teams, with a deadline for written questions set at 2:00 PM on Wednesday, January 7, 2026. Applicants must submit two hard copies and one USB Flash Drive containing a complete signed application by 3:00 PM on Thursday, January 15, 2026, to the Athens-Clarke County Finance Department, Purchasing Division.
Contractors must meet stringent qualification requirements, including completion of at least five sludge lagoon cleanout projects of 1,000 dry tons or more since January 1, 2015, with at least three performed on water treatment plant sludge. The proposed project superintendent must have supervised two qualifying projects and possess a minimum of five years of dredging and sludge dewatering supervisory experience. At least 50 percent of labor-related work must be performed by the applicant's own workforce. Contractors are required to hold a valid Georgia General Contractor License or Georgia Utility Contractor License and maintain sufficient bonding capacity, including a 5 percent bid bond and 100 percent performance and payment bonds. Compliance with Georgia's E-Verify requirements and submission of a Georgia Security and Immigration Compliance Affidavit are mandatory. The project's estimated budget ranges from $1,700,000 to $2,400,000, with the government anticipating notification of pre-qualification status approximately three to four weeks after the submission deadline.

This is a lagoon dredging bid project for the JG Beacham Water Treatment Plant. Its lagoon collects sludge from the filtration and sedimentation treatment process which has not been dredged since 2018. Last dredging removed 6328 dry tons. It is not anticipated that the sludge is a hazardous waste as defined by federal and state regulations. There will also need to be dewatering and hauling services for solids as well. Facilities and equipment should be provided as necessary to move personnel and equipment to and from the work site to setup temporary offices, to install any temporary utilities (including electrical power and water for the dewatering equipment and construction trailer), to prepare the site for the work, to demobilize, and to clean up the site upon completion of the work.
