About this opportunity

The City of Atlanta Department of Transportation, in partnership with the PATH Foundation, is requesting qualifications for design consultant services on Phase I of the PATH Lakewood Trail, a paved shared use path connecting the Southside Beltline Trail to the Southtowne Trail at South Bend Park in Fulton County, with proposals due September 14, 2026.

The prime consultant must hold Georgia Department of Transportation prequalification in Bicycle and Pedestrian Facility Design (Area Class 3.13). The consultant team must also include prequalified expertise in NEPA documentation, environmental studies, traffic operations, landscape architecture, surveying, utility coordination, and erosion control.

The scope encompasses revision of an approved 2021 concept report, preliminary and final design, NEPA documentation, project management, concept validation, data analysis, environmental screening, and public and stakeholder engagement. Phase I extends from the Southside Beltline Trail to Pryor Road at Meldon Avenue; Phase II (not currently solicited) will extend to South Bend Park. Key deliverables include a revised concept report or validation memorandum, Preliminary and Final Field Plan Review design plans, right-of-way plans, construction plans ready for competitive bidding, updated cost estimates, and a public engagement summary.

The base contract term is 18 months from the Notice to Proceed (anticipated Q3 2026), with two optional one-year renewal periods. The anticipated schedule runs through Final Design in Q2 2029, with construction plans ready for bidding in Q1 2030. Critical success factors emphasize design experience on off-system paved shared use trails in Atlanta and Georgia, designing within the available project budget, incorporating public feedback, collaborating with the PATH Foundation, and producing contractor-friendly plans meeting national best practices for multimodal facilities.
