About this opportunity

Virginia Polytechnic Institute and State University (Virginia Tech), a Commonwealth of Virginia agency located in Montgomery County, Virginia, is seeking a qualified Maintenance, Repair, and Overhaul (MRO) facility to perform comprehensive avionics and interior upgrades on a Citation Excel aircraft (N51VT). The primary scope of work encompasses complete removal and replacement of the aircraft's original avionics system with a full Garmin G5000 Avionics Suite, along with concurrent interior refurbishment designed to minimize downtime. The selected contractor must provide all necessary labor, supervision, facilities, equipment, and project management to complete the work, with project availability required to begin at the end of May 2026. Proposals must be submitted electronically through Virginia Tech's procurement portal at https://bids.sciquest.com/apps/Router/PublicEvent?CustomerOrg=VATech by 3:00 PM on Monday, May 18, 2026, with inquiries due by 12:00 PM on Wednesday, May 13, 2026, directed to Derek Spraker at (540) 231-4524 or dsprake@vt.edu. Evaluation will occur on a 100-point scale comprising Quality of products and services (25 points), Qualifications and experience of the offeror (25 points), Specific plans or methodology (25 points), Cost or price (15 points), and Participation of SWaM Business (10 points). The contract term extends until project completion or as otherwise negotiated between the parties.

Virginia Tech encourages Small, Women-owned, and Minority-owned (SWaM) Business participation through partnerships and subcontracts and reserves the right to consider SWaM participation as a scoring criterion in the proposal evaluation. All vendors are required to register in the eVA electronic procurement system, with failure to register potentially resulting in proposal rejection. The contractor must maintain comprehensive insurance coverages including General Liability ($1,000,000 per occurrence), Auto Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Employers' Liability ($1,000,000), Umbrella Liability ($5,000,000 per occurrence), and Aviation Single Limit Aircraft Liability ($50,000,000), with all policies issued by companies with AM Best A-III rating or higher and naming Virginia Tech and the Commonwealth of Virginia as additional insureds. No incumbent vendors or existing contractors are referenced in the RFP documentation. The RFP contains no specified pricing information or funding amounts; contractors must submit pricing and cost structure proposals for Virginia Tech's evaluation and subsequent negotiation.
