About this opportunity

The Orange County Board of Supervisors is issuing Request for Proposals (RFP2026-05) to procure Airport Engineering & Consulting Services for the Orange County Airport (KOMH), a general aviation public use airport located three miles northeast of the Town of Orange, Virginia. This solicitation seeks qualified engineering firms to provide comprehensive airport services on an as-needed task order basis, including airport development planning, feasibility studies, design and construction phase services, regulatory compliance audits, and construction contract administration. All services must comply with Federal Aviation Administration Advisory Circular No. 150/5100-14E and be subject to separate negotiation for each project assignment. Proposals must be submitted electronically in PDF format not exceeding 15 megabytes to Amanda Amos, VCA, VCO Contract & Procurement Specialist, with a deadline of May 1, 2026 at 2:00 p.m. EST. Offerors will be interviewed approximately in May 2026, with contract award anticipated in June 2026. The evaluation will be based on four criteria: offeror expertise and experience (30 points), experience with federal and state grant procedures (30 points), qualifications of proposed personnel (20 points), and proposal quality and completeness (20 points). Qualified firms must demonstrate expertise in FAA and Commonwealth of Virginia grant procedures, airport design standards, environmental considerations, and master planning criteria.

The contract term is one year with three optional one-year renewals at the Owner's discretion, and pricing will be negotiated on a task order basis using either lump sum fees or hourly rates as appropriate for each project assignment. No estimated man-hours or costs should be submitted with proposals. The County reserves the right to award multiple contracts to the most qualified offeror(s) and intends to pursue federal and state funding grants through the FAA and Virginia Department of Aviation, requiring selected offerors to certify compliance with all applicable federal and state requirements associated with such funding. Fee schedules may be adjusted at the end of the initial contract period and subsequent renewal periods, with adjustments limited to the previous twelve-month Consumer Price Index increase for U.S. Cities average for Other Services. The RFP document does not specify set-aside designations, restrictions on organization types, incumbent vendors, existing infrastructure requirements, or specific award values or budget ranges.
