The work covers pulling, disassembling, cleaning, and inspecting existing pumping equipment; pre- and post-cleaning video inspection of the well casing and screen; redevelopment for up to 36 hours using chemical treatments and mechanical surging and pumping; disinfection with a minimum 50 parts per million chlorine solution; and reassembly, installation, and testing of the reconditioned equipment. Contractors must hold all licenses or certifications the State of Connecticut requires and obtain permits from the City's Building and Engineering departments before work begins. The contractor must also submit a notarized Non-Collusion Statement/Affidavit with its proposal, and proposals are submitted electronically through the City eProcurement Portal.
The award is a lump-sum fee for one well, excluding federal excise and Connecticut sales and use taxes. Payment is made not less than 30 days after services are complete. The City will execute the contract by Purchase Order and its Standard Contractors Services Agreement, which requires general liability coverage of $1 million per occurrence and $2 million aggregate, business automobile liability of $1 million combined single limit, and professional liability of $2 million per claim and $2 million aggregate. Either party may terminate without cause on 30 days' written notice. The City will not award to any entity in arrears or in default on an obligation to the City.
