About this opportunity
The City of Manchester, Georgia is soliciting proposals for water storage tank maintenance services under an RFP posted August 29, 2022, with proposals due October 5, 2022 at 11:00 a.m. to Angel Fowler, City Clerk, at Manchester City Hall, 116 2nd Street, Manchester, Georgia. American Tank Company was selected as the awardee.
Qualified firms must have a minimum of 40 total existing systems under maintenance contracts nationally or a minimum of 20 systems in Georgia; firms below these thresholds are ineligible.
The scope covers inspection, rehabilitation, as-needed repairs, recoating, washout services, and preventive maintenance for five municipal potable water storage tanks: a 250,000-gallon elevated tank at Macedonia, a 200,000-gallon elevated tank at School, a 200,000-gallon standpipe at Mountain Ridge, a 1,000,000-gallon ground storage tank at Mayes Way, and a 200,000-gallon elevated tank at Goode Plant. The initial 10-year schedule specifies exterior and interior renovations in Year 1, followed by alternating visual and washout inspections every one to two years, with exterior renovations every eight years and interior renovations every 12 years. This is an evergreen agreement extending indefinitely beyond the initial 10-year term.
Proposals must include itemized pricing for each tank by year over the initial 10-year period and specify a maximum annual inflation percentage for years 11 and beyond. All costs — labor, materials, equipment, overhead, profit, travel, reimbursables, and inflation — must be embedded in the proposal.
Contractors must carry comprehensive insurance including workers' compensation, public liability, property damage, automobile liability, owner's protective liability, and pollution liability insurance of at least $2 million with an AM Best rating of A- or better. A valid Georgia contractor's license, state registration, and documentation of safety program and litigation history over the past 10 years are required.
Evaluation is weighted: qualifications and experience of key personnel (25 points), prior performance with the City of Manchester (25 points), overall response quality and references (15 points), financial strengths and insurance capability (10 points), and cost proposal (25 points).
