About this opportunity
The Department of Veterans Affairs, Network Contracting Office 20 (NCO 20) in Vancouver, Washington is requesting proposals for construction services to upgrade air handling units 18, 20, and 22 and associated mechanical systems at the Mann-Grandstaff VA Medical Center in Spokane, Washington under solicitation 36C26026R0044, with proposals due June 18, 2026. This is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns under NAICS code 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a small business size standard of $19 million — the central eligibility gate.
The scope encompasses comprehensive construction services including labor, materials, tools, equipment, transportation, supervision, and associated services for Project 668-21-100. Work is performed at the Mann-Grandstaff VA Medical Center in Spokane, Spokane County, Washington. The contract performance period is 650 calendar days from issuance of the Notice to Proceed.
The estimated contract value falls between $5 million and $10 million, and the Government will award a firm-fixed-price contract. Offerors must submit a Standard Form 1442, a bid guarantee of 20 percent of the bid price or $2 million (whichever is less), a technical proposal addressing evaluation factors, a price proposal with divisional breakout, completed representations and certifications, and evidence of compliance with limitations on subcontracting requirements. Evaluation uses best value tradeoff procedures considering technical approach, past performance, and price factors, with non-price factors weighted as significantly more important than price. Three to five recent past performance projects within the last five years of similar size and scope must be documented using the VA-provided Past Performance Questionnaire or Contractor Performance Assessment Reports.
A mandatory pre-bid site visit is scheduled for May 11, 2026 at 10:00 AM PST at Building 5 Conference Room of the medical center. Proposals must be submitted electronically to Quyen.Mai@va.gov and Dennis.Einarson@va.gov. Proposals must be limited to essential evaluation information on standard 8.5 by 11-inch paper with Times New Roman 11-point font minimum.
