About this opportunity

The University of Mary Washington, a public liberal arts institution and agency of the Commonwealth of Virginia, is soliciting proposals for an on-demand term contract to provide paving, resurfacing, asphalt, concrete, parking lots, curb and gutter, pavement striping and sealing, excavating, and ancillary services across all UMW campuses in Fredericksburg, Stafford, and Dahlgren, Virginia, under RFP UCPUMW 27-2194, with proposals due October 26, 2026 at 11:00 a.m. SWAM business participation is encouraged with SWAM vendors receiving preference in evaluation scoring.

Contractors must hold Virginia Class A, B, or C licensure depending on contract value and demonstrate a minimum of five years of experience performing asphalt paving and related services, with successful completion of at least five similar projects within the past five years, including at least three for public institutions or government agencies. Services include asphalt installation and repair, concrete curb and guttering, traffic control, line striping, site preparation, excavation, demolition, and related work as needed. Within two calendar days of receiving a work request, contractors must visit the designated work site and provide a written or verbal cost estimate within three calendar days.

The contract award is effective upon execution with a base period of two years and four optional one-year renewal periods, for a potential six-year contract term. The University does not guarantee any minimum volume of work and reserves the right to solicit projects separately or obtain alternative cost estimates as deemed in its best interest. Contractors must maintain workers' compensation insurance with statutory requirements, employer's liability coverage of $100,000, commercial general liability of $1,000,000 per occurrence and $2,000,000 aggregate, and automobile liability of $1,000,000 combined single limit.

Evaluation criteria are corporate and key personnel experience (25 points), pricing with a 5% preference for micro vendors under Executive Order 35 (25 points), past performance on similar projects (25 points), and SWAM participation or documented commitment to SWAM subcontracting (25 points). Pricing is submitted according to Schedule B, with invoices due within thirty days of work completion. The University will reimburse equipment and materials at actual cost with no markups and will not reimburse travel time or mileage to job sites.
