About this opportunity
The City of Dawsonville, Georgia is requesting proposals for an impact fee study and program development, with proposals due July 1, 2022 at 2:00 p.m. at the City Manager's Office. All proposals submitted in response to this RFP were rejected by City Council, and no award was made.
The scope requires a comprehensive impact fee study consistent with the Georgia Development Impact Fee Act of 1990, covering services in parks, recreation and open space; roads, streets and bridges; and other qualifying services. Deliverables include analysis of maximum impact fee schedules with adjustments, credits, and administrative costs; guidance on reductions, appeals, and exemptions; program administration framework including advisory committee establishment and staffing; integration with a Capital Improvements Element in the Comprehensive Plan; and written assessment of how the program addresses the City's financial needs and development goals.
Proposers must demonstrate at least five years of experience in urban and regional planning, fiscal impact, or management services, and provide references from similar assignments completed for local governments within the past ten years. Professional liability insurance of a minimum of two million dollars is required.
Evaluation is qualifications-based using five weighted criteria: proposed price (25 points), capacity based on education, training, and experience (25 points), capacity to complete timely based on staffing and experience (20 points), references from other local governments for similar projects (20 points), and understanding of the project and proper completion of RFP materials (10 points). Proposals are limited to ten single-sided pages or five double-sided pages in 8.5" × 11" format, submitted as one original paper copy plus digital copies on flash drive in Microsoft Word and PDF. Proposed fees must be broken down by phase and task and include all costs. Questions were due by 5:00 p.m. on June 24, 2022. The City anticipated making a single award within sixty days of the deadline.
