About this opportunity
The Southeastern Pennsylvania Transportation Authority (SEPTA) is requesting proposals for tenant management and property leasing services for its real estate portfolio under RFP 26-00102-AHAC, with proposals due August 21, 2026 at 4:30 p.m. Eastern Time, a pre-proposal meeting scheduled for August 3, 2026, and written questions due August 10, 2026.
The scope encompasses approximately 500 active real estate agreements across Philadelphia and surrounding Pennsylvania counties (Montgomery, Delaware, Chester, and Bucks), including fiber optic installations, cable and pipe facilities, utilities, retail concessions, and easements. Services include property management, lease administration, tenant compliance monitoring, construction coordination, dispute resolution, financial reporting, and database management using SEPTA's Yardi Voyager system. The contract excludes SEPTA's 1234 Market Street properties and all Amtrak-owned properties along the Paoli/Thorndale, Trenton, and Wilmington rail lines.
The base contract term is five years effective July 2026, with two consecutive five-year option periods exercisable at SEPTA's discretion. Compensation consists of a monthly management fee for tenant management services and commission-based payments for property leasing and brokerage services, with specific amounts detailed in the Price Proposal attachment. The contractor bears all administrative expenses, employee payroll, and marketing costs within the fee and commission structure. No DBE goal has been established, though DBE participation will be tracked if utilized.
Proposals must be submitted in two separate parts—Technical Proposal and Price Proposal—each requiring one original hard copy and one PDF thumb drive, to the Procurement, Supply Chain Management Department at 1234 Market Street, 11th Floor, Philadelphia, Pennsylvania 19107. Technical evaluation criteria include firm qualifications, past performance, project approach, and organizational capacity; SEPTA may interview finalists and conduct Best and Final Offer negotiations. The selected contractor must provide general liability ($1 million/$2 million), automobile liability ($1 million), umbrella/excess liability ($5 million), and crime coverage ($2 million). Federal Transit Administration provisions apply.
