About this opportunity

The City of Fort Worth is requesting proposals for an "as needed" Agreement for Submersible Pump Service and Repair for the Water Department under RFP Reference #26-0322, with proposals due November 5, 2026. The City has established a 30% Small Business participation goal, with certified Small Business Firms required to receive at least 30% of total contract value.

The scope covers inspection, testing, troubleshooting, repair, overhaul, refurbishment, removal, installation, startup, commissioning, and supply of replacement parts and equipment for submersible, self-priming, and vertical close-coupled pumps serving lift stations within the City's wastewater collection system. Contractors must service multiple pump brands including KSB KRT-series, Ebarra, Cornell, Liberty, Hydromatic, Homa, and Sulzer explosion-proof submersible sewage pumps with associated motor monitoring systems, lifting accessories, control packages, and level instrumentation. A single point of contact must respond to communications within one hour during normal business hours (Monday–Friday, 7:00 a.m. to 4:00 p.m.). Service deliveries will be made to five City treatment plant facilities, scheduled at least 24 hours in advance and limited to 6:30 a.m. to 3:00 p.m., Monday through Friday. All new parts and repair work carry a minimum one-year manufacturer's warranty, and equipment is warranted free of defects for two years from placement into service.

Compensation is firm-fixed-price with hourly rates divided into regular time (Monday–Friday, 7:00 a.m. to 4:00 p.m.), overtime, and weekend/holiday rates, with all-inclusive pricing for salaries, benefits, transportation, and overhead. Evaluation criteria are cost (up to 30 points), Small Business participation (up to 20 points based on percentage of contract value), technical approach (up to 20 points), vendor qualifications and experience (up to 20 points), and service level and responsiveness (up to 10 points). All invoices require detailed supporting documentation including labor rates and itemized parts lists with vendor costs and markups; hours must be rounded to the nearest quarter-hour.
