About this opportunity
Portage County, Wisconsin is seeking professional services through a Request for Proposal (RFP #2024-21PC) for Stream and Wetland Mitigation Bank Maintenance and Monitoring Services related to a project within the Little Plover River headwaters. The procurement encompasses four primary project areas: Native Vegetation Installation and Management, Wetland Mitigation Bank Site Monitoring, Wetland Delineation, and Stream Monitoring. Proposers must demonstrate previous experience by having completed at least three similar projects within the past five years and provide comprehensive insurance coverage. The RFP requires a comprehensive approach to maintaining and monitoring a newly developed mitigation bank site, with specific deliverables including vegetation management, water level monitoring, stream temperature monitoring, and ongoing site assessments. Proposals are due by 2:00 PM on August 1, 2024, with an estimated contract start date of October 1, 2024. Evaluation criteria will focus on organizational capabilities, staff qualifications, relevant project experience, project knowledge, and proposed solutions, with pricing being a factor but not the sole determinative element. Proposers may submit proposals for one or multiple project areas based on their specific expertise.
The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged business enterprises. The contract will span a five-year period from 2024 to 2029, with the Portage County Highway Department providing certain materials like seed and managing mowing activities at the consultant's direction. While specific budget ranges are not detailed, the County will require the awarded contractor to maintain accepted pricing throughout the contract period, with potential future adjustments negotiated between the County and the contractor. The project has already received necessary agency approvals and will be constructed in 2024 under the oversight of Stantec, who designed the initial project. Contractors will be responsible for providing their own monitoring equipment and installing monitoring wells. The mitigation bank site is located within the headwaters of the Little Plover River, and the successful contractor will need to demonstrate technical capabilities in ecological restoration, monitoring, and maintenance of wetland and stream ecosystems.
