About this opportunity
The City of Fort Worth is requesting proposals for a standby disaster debris monitoring agreement on an as-needed basis under RFP-02, with proposals due November 5, 2026. The procurement carries a 30% Small Business participation goal requiring certified Small Business firms to receive at least 30% of total awarded contract value.
Services encompass monitoring and documentation following hurricanes, tornadoes, severe storms, winter storms, ice events, flooding, and other natural or man-made disasters. This is a standby agreement with no guaranteed minimum quantity, expenditure, deployments, or work duration; services are performed only when authorized by the City through a Notice to Proceed, Contract Release Order, Purchase Order, or other written authorization. The contractor must comply with federal, state, and local requirements and applicable FEMA Public Assistance requirements.
The initial contract term is five years with an option to renew for one additional five-year term upon mutual agreement. The City will award on a "best value" basis. Proposals receiving less than 50% of total available points (excluding price) are non-responsive. Evaluation criteria and point allocations are: Cost (5 points), Small Business Participation (20 points), Experience & Qualifications (30 points), Technical Approach & Methodology (20 points), Capacity & Equipment (15 points), and Past Performance (10 points).
Proposers must submit detailed line-item pricing in a Bid Table with optional additional services on separate spreadsheets, a completed Small Business Utilization Form with current Small Business Certification from an approved certifying entity, a technical response demonstrating relevant experience with at least three client references from the previous five years, and any exceptions or deviations noted on the prescribed deviation form. Proposals must use 12-point font, 8.5-by-11-inch paper with one-inch margins and single spacing.
