About this opportunity
Salem State University is soliciting electronic proposals through its Chief Procurement Officer's office under RFP SSU 2027-02 for on-call electrical, drain cleaning, and HVAC-R repair, maintenance, and installation services, with questions due November 10, 2026 and proposals due November 17, 2026. Eligibility is limited to qualified, licensed trade contractors who hold proper licenses in their respective trades within Massachusetts.
Contractors must maintain documented safety programs, possess at least five years of relevant commercial or institutional experience, and demonstrate 24/7/365 emergency response capability. The scope covers three categories: electrical repair and maintenance, drain cleaning and jetting, and HVAC-R repair and maintenance. Work spans emergency, urgent, and routine needs across campus facilities on an as-needed basis, including troubleshooting, testing, commissioning, and preventive maintenance. The University intends to establish a pool of pre-qualified contractors and may award one or more contracts or make no award. Each engagement is limited to $50,000 or less, and contracts exceeding $25,000 require payment bonds under Massachusetts General Laws Chapter 149, Section 29. Required insurance includes Commercial General Liability of $1 million per occurrence and $2 million aggregate, Automobile Liability of $1 million combined single limit, and Workers' Compensation at statutory limits. Massachusetts prevailing wage requirements apply where applicable.
Pricing is submitted as labor-rate schedules by trade classification and shift type (straight time, overtime, Saturday, Sunday, and holiday), plus markups for materials, subcontractors, and equipment rentals, separate emergency mobilization charges, minimum billable hours if applicable, and specialty equipment pricing. All rates must include wages, benefits, payroll costs, overhead, supervision, tools, administrative expenses, insurance, and profit. The initial term is three years, with two optional one-year renewals for a maximum of five years. Performance is scheduled to commence in December 2026.
An optional site visit is scheduled for November 10, 2026 at 11:00 a.m. at 265 Canal Street, Salem, Massachusetts. Questions must be emailed to rramos@salemstate.edu by 4:00 p.m. on November 10, 2026. An addendum is targeted for November 12, 2026. Proposals are due by email to the same contact by 11:00 a.m. on November 17, 2026, and awards are anticipated in November 2026.
