About this opportunity

Salem State University, through the office of its Chief Procurement Officer, is soliciting electronic proposals under RFP SSU 2027-01 for campus-wide building automation system (BAS) maintenance and repairs, with written questions due November 9, 2026 and proposals due November 16, 2026 at 11:00 a.m. Proposers must hold current factory authorization as a Honeywell WEBs and Niagara Framework N4 service provider, the decisive capability filter. The solicitation identifies no set-asides.

Scope covers preventive maintenance, diagnostics, repair, programming, integration, operator support, documentation, and on-call emergency and non-emergency services for the University's existing BAS and automatic temperature control infrastructure. The environment is a Honeywell WEBs/Niagara N4 supervisory system with multiple JACE controllers and legacy field networks across eleven campus buildings. Proposers must demonstrate at least five years of recent experience servicing institutional BAS environments and provide factory-trained personnel with current certifications. Within 90 calendar days of contract start, the contractor must complete a comprehensive initial assessment that identifies modernization and remediation needs. Ongoing requirements include two comprehensive seasonal preventive maintenance visits annually, a minimum of eight hours of monthly on-site technical support at no additional cost, and a minimum of four hours of annual operator training. Commercial general liability and workers compensation insurance with limits of not less than $1 million per occurrence and aggregate are required.

The contract term is five years, with up to two additional one-year renewals exercisable solely by the University, subject to appropriation. Pricing requires a fixed annual price for base services, fully burdened hourly rates by labor classification (regular, overtime, weekend/holiday, and emergency), pre-negotiated labor rates for authorized component repairs and replacements, and a firm minimum percentage discount from manufacturer's suggested retail price on BAS parts and components. Evaluation weights technical merit at 55 points, price at 30 points, and an optional interview or demonstration at 15 points.

An optional pre-proposal conference and site walk takes place November 9, 2026 at 10:00 a.m. Addenda are targeted for November 10, 2026. The notice of intent to award is anticipated in November 2026, with contract start in December 2026.
