About this opportunity

Lucas Metropolitan Housing is requesting proposals for snow removal and salting services across its public housing portfolio in Toledo, Ohio, under RFP26-R007, with proposals due October 16, 2026, at 3:00 p.m. ET and a mandatory pre-proposal meeting on September 29, 2026, at 2:00 p.m. at the LMH Administrative Building. A 35% MBE/WBE participation goal applies as an administrative objective.

The scope covers plowing, shoveling, snow relocation, deicing, ice monitoring and treatment, and final cleanup across six AMP schedules (111, 112, 121, 122, 131, and 133) serving LMH's AMP communities and scattered sites. Contractors may propose for one, multiple, or all six schedules but must demonstrate capacity to service all proposed AMPs during the same regional winter-weather event. All labor, equipment, fuel, ordinary deicing materials, mobilization, recurring passes during snow events, and parked-vehicle return passes must be included in pricing unless expressly designated as separately compensable.

The contract is an indefinite-quantity, requirements-based agreement with an initial one-year term and LMH's option to extend for up to four additional one-year terms, subject to satisfactory performance, continued need, available funding, and written option exercise. No minimum service calls or guaranteed dollar volume is specified. LMH reserves the right to award multiple contractors for the same AMP, limit awards based on demonstrated capacity, and allocate work among awardees based on operational need and past performance.

Evaluation follows best-value criteria: relevant experience and past performance (25 points), project approach and quality control (20 points), same-event capacity and qualifications (30 points), and proposed cost (25 points). Contractors must maintain Workers' Compensation; Employer's Liability of at least $1 million; Commercial General Liability of at least $1 million per occurrence and $2 million aggregate; and Automobile Liability of at least $1 million combined single limit. HUD Maintenance Wage Determinations and Section 3 requirements apply. Questions are due October 7, 2026, at 12:00 p.m.
