About this opportunity

The District of Columbia Housing Authority is requesting proposals for security camera installation and upgrades across 33 public housing properties under RFP 09-2027, with proposals due October 30, 2026 at 12:00 PM; inquiries are due October 23, 2026.

The contractor must furnish, install, integrate, test, and warrant 1,162 fixed and multi-sensor IP security cameras and 49 license plate recognition cameras. All equipment must be new, current-generation products purchased through authorized manufacturer channels with full manufacturer warranties of at least five years and no announced end-of-sale date within 24 months or end-of-support date within 5 years of installation. The contractor must self-perform 100 percent of all work using its own employees and is strictly prohibited from subcontracting any portion of the work.

Key qualifications include a minimum of five years' experience, at least three completed video surveillance projects of 500 or more cameras each within the past five years (at least one for a public housing authority or government agency), authorized partner status with the proposed camera manufacturer, and at least one RCDD or equivalent on staff with a DC-licensed electrician or low-voltage contractor supervising field work. The contractor must maintain commercial general liability, workers' compensation, auto, umbrella, and professional and cyber liability insurance naming DCHA as additional insured.

The contract term is one year with four optional one-year renewal terms for a potential maximum of five years. The contractor must complete site surveys within 30 calendar days of Notice to Proceed, obtain Contracting Officer's Technical Representative approval before installation begins, achieve Substantial Completion within 90 days of NTP, and Final Acceptance within 120 days thereafter. Pricing is unit-based for cameras and license plate recognition devices, invoiced per accepted milestones by property; DCHA retains 10 percent of each payment until Final Acceptance of that property. The contractor must provide 2% attic stock of each camera model and comprehensive documentation including as-built drawings, device inventory, and acceptance test results.

Evaluation criteria are weighted: Experience and Qualifications (30 points), Past Performance (20 points), Staffing Plan and Methodology (15 points), References (15 points), and Cost Proposal (20 points), totaling 100 points.
