About this opportunity
The California Department of Water Resources is soliciting proposals under RFP Secondary 10222291 for project management training and consulting, with technical questions due November 4, 2026 and proposals due November 18, 2026. The solicitation requires a mandatory minimum of three percent (3.0%) Disabled Veteran Business Enterprise (DVBE) participation. A five percent (5.0%) Small Business (SB) preference and DVBE incentive calculations of up to five percent (5.0%) may be applied in evaluation.
The contractor must develop and deliver three workshop types based on Project Management Institute PMBOK practices: a Project Management Applications Workshop (9 online and 3 in-person sessions of 36 hours each), a Project Management Essentials Seminar (2 online and 1 in-person sessions of up to 4 hours), and a Project Management Fundamentals Workshop (2 online and 1 in-person sessions of 3 days). The contractor also provides 1,000 hours of consulting for project management document review, training customization, and training material development. Key personnel must hold Project Management Professional (PMP) certification, with 10 years of PMBOK-based project management experience, 5 years teaching PMBOK-based courses, and 5 years of experience with current State of California processes, policies, and systems. Workshops are held primarily in Sacramento or at DWR field divisions throughout California, and the state provides in-person training facilities at no cost. The anticipated two-year term starts January 2027.
Phase One reviews administrative compliance. Phase Two scores technical proposals (110 points maximum) and cost proposals (48 points maximum) for 160 possible points. Cost proposals must use the provided Cost Proposal Worksheet with binding hourly labor rates and workshop costs, and the state will not reimburse general and administrative overhead as a separate line item. Following award, a Notice of Intent to Award posts for five business days, during which protests based on material errors in the evaluation process are permitted. All proposals become public records upon that posting.
