About this opportunity

Harris County Toll Road Authority is requesting proposals for right-of-way and facility mowing, landscaping, and litter removal across three sections of toll and managed lanes, with proposals due October 26, 2026 and a pre-proposal conference scheduled for September 15, 2026 at 10:00 AM via Microsoft Teams. Work begins on or about February 1, 2027 and runs one year with four optional one-year renewal periods subject to Commissioners Court approval. HCTRA intends to award one primary vendor and one secondary vendor for each section.

The scope covers approximately 58 centerline miles of right-of-way and seven facilities across the Sam Houston Tollway, Hardy Toll Road, Tomball Tollway, and IH-10 Managed Lanes. Services include Type I, II, and III mowing cycles (up to 18 per year), landscaping maintenance (up to 18 cycles per year), and litter pickup (24 cycles per year), with specified cutting heights, edging, trimming, and landscaping standards. The vendor must provide all labor, equipment, vehicles, supervision, safety materials, and traffic control devices; bear all costs for tolls, permits, and licenses; and maintain HCTRA's Mowing and Landscaping Tracker with monthly schedules, weekly status reports, monthly invoices with completion documentation, and geotagged photographs.

Prevailing wage rates apply to all employees with specified overtime compensation and work-hour requirements. Performance penalties include $500 per day per location for incomplete edging and trimming within 24 hours of mowing, $500 per day per location for unkempt landscaping areas within five days, and $250 per day per location for irrigation repairs not completed within 48 hours. Annual rate adjustments are available based on CPI-W, capped at three percent per renewal year. Materials, spare parts, and equipment exceeding $500 may be reimbursed at cost plus five to ten percent markup, with an annual contingency budget capped at twenty percent of total contract value. Site visits will be scheduled after the pre-proposal conference. Written questions are due through Bonfire by a deadline to be specified; pre-proposal conference attendance is strongly encouraged but not mandatory.
