About this opportunity

The Port of Seattle is requesting proposals for General Contractor/Construction Manager (GC/CM) preconstruction services for Terminal 25 South Habitat Restoration, a CERCLA cleanup and Natural Resource Damages restoration project, with proposals due August 26, 2026. The project carries a Women and Minority Business Enterprise (WMBE) goal of 10% for subcontractor participation.

The scope encompasses preconstruction support across a multi-year program on an approximately 9-acre site at 2917 East Marginal Way South, Seattle, covering EPA-regulated CERCLA remediation (removal and disposal of contaminated in-water sediment, creosote-treated timber wharf remnants, and upland soils) and NRD restoration (construction of off-channel emergent marsh, intertidal bench, riparian, and shallow subtidal habitat to support juvenile salmon feeding and rearing). The GC/CM will deliver project management, design and permitting support, scheduling and phasing, subcontractor packaging, cost estimating, constructability analysis, logistics planning, safety and quality plan development, and all deliverables through the 100% design milestone.

The contract is structured with a Maximum Allowable Construction Cost (MACC) to be established in Q2 2028. Biweekly meetings between the Port and GC/CM will review personnel burn rates and manage the level-of-effort budget. The anticipated schedule reflects 30% design review in Q1 2027, construction commencement in Q1 2029, and project completion in Q3 2031. The work is located in King County (primary site) and administratively extends into Spokane City jurisdiction through Washington state oversight. Remedial work includes in-water creosote pile removal and sediment dredging; upland building foundation excavation, parking removal, and contaminated soil extraction; and restoration involving shoreline armoring, plantings, and stormwater improvements. The habitat mitigation bank underlying this project is designed to generate mitigation credits for potential future Natural Resource Damages settlement agreements.
