About this opportunity

The Department of Veterans Affairs, Veterans Affairs Health Administration Network Contracting Office 20 is requesting proposals for removal and replacement of underground fuel tanks at the Roseburg VA Medical Center in Oregon under a mandatory 100% Service-Disabled Veteran Owned Small Business set-aside, with proposals due June 1, 2026 and a mandatory site visit on May 13, 2026.

The scope encompasses demolition of existing underground fuel tanks at the fuel farm and additional locations on the Roseburg VAMC campus, and construction of a new above-ground fuel farm. All work must comply with the drawings and specifications provided in the solicitation. Attendance at the mandatory site visit on May 13, 2026 at 10:00 a.m. Pacific Time is required; attendees must meet Jeff Nelson in Building 10 Conference Room and present valid identification for campus access.

The estimated contract value is between $1.0 million and $5.0 million. The Government intends to make one firm fixed-price construction award based on a best value determination without discussions unless discussions become necessary. The Davis-Bacon Act Wage Determination for Douglas County, Oregon for "Heavy" work applies throughout the contract.

Proposals must be submitted via email in three volumes: Technical Experience (15 pages maximum describing two to four similar fuel tank replacement projects completed within the past five years); Past Performance (20 pages maximum with CPARS data or Past Performance Reference Forms); and Price/Cost Proposal with completed SF 1442 form. Technical experience and past performance are significantly more important than cost/price in evaluation. A bid guarantee of at least 20 percent of the bid price but not to exceed $3 million is required, along with performance and payment bonds each in the penal sum of 100 percent of the original contract price. Written questions are due May 21, 2026 at 12:00 p.m. Pacific Time. Proposals are due to Kelly Updegraff and Sandra Snediker by June 1, 2026 at 12:00 p.m. Pacific Time.
