The primary objective is to develop a strategic approach to address regional housing challenges, with specific focus on housing data and land use analysis, policy development, and identifying funding mechanisms for housing development and preservation. Required qualifications include proven experience in strategic advisory services, technical housing research, policy development, and comprehensive stakeholder engagement processes. The RFP requires detailed proposals demonstrating the firm's capability to conduct thorough housing analysis, develop strategic recommendations, and provide actionable insights for regional housing initiatives. The proposal is due by May 29, 2025, with interested firms directed to access additional procurement details at https://atlantaregional.org/procurement/regional-housing-strategy/. Evaluation criteria are expected to assess the proposing firm's technical approach, relevant experience, team qualifications, and proposed methodology for completing the regional housing strategy.
While specific set-aside designations are not explicitly detailed in the provided documentation, the RFP suggests a competitive procurement process open to qualified consulting firms with specialized housing strategy expertise. The procurement appears to be a professional services contract without clear indications of small business, minority-owned, or disadvantaged business enterprise preferences. No incumbent vendor information is provided, and no specific budget range or award value is disclosed in the available materials. The scope of work indicates a comprehensive project requiring significant research, analysis, and strategic planning capabilities, suggesting a substantial consulting engagement. Prospective respondents should carefully review Attachment A (Scope of Services) for detailed requirements and expectations, which was referenced but not included in the provided documentation. Firms interested in responding should demonstrate a robust track record in regional housing strategy development, data analysis, policy recommendations, and collaborative stakeholder engagement processes.
