About this opportunity
The City of Cedartown, Georgia, issued a Request for Qualifications and Proposals (RFP) for grant writing, grant administration, and related services for federally assisted projects, with proposals due by 5:00 p.m. on May 4, 2026. The procuring agency seeks qualified consulting firms capable of managing multiple federal funding programs including Community Development Block Grants (CDBG), Redevelopment Fund Projects (RDF), Community Housing Improvement Program (CHIP), Home Investment Partnerships Program (HOME), Employment Incentive Program (EIP), and Economic Development Administration (EDA) projects. The scope of services encompasses grant application preparation, Environmental Review Record preparation, draw and disbursement requests, financial administration assistance, public hearing coordination, monitoring visit support, Uniform Relocation Assistance (URA) compliance, Davis-Bacon labor requirement administration, Affirmatively Furthering Fair Housing (AFFH) requirements, and close-out documentation. Immediate projects include a FY2027 CDBG water and sewer infrastructure improvement project, FY2026 and FY2027 GEFA water and sewer infrastructure improvements, and FY2027 CHIP funding. Responding firms must demonstrate extensive federal grant writing and administration experience with HUD, EDA, ARC, and similar agencies; provide detailed firm history and resources; identify key personnel qualifications; document current workload capacity; submit comparable project examples with client references; and provide proposed fees, which may be structured as percentage-based administration fees. The City reserves the right to accept or reject any and all proposals and to waive informalities in the procurement process, and all responding firms will be considered on a project-by-project basis for federally funded opportunities arising within the 36-month period following the April 1, 2026 notice date.
Section 3 Business Concerns are encouraged to apply and may claim preference under the Section 3 program if they meet the regulatory definition of being at least 51 percent owned by low or very low-income persons, having over 75 percent of labor hours performed by Section 3 workers, or being at least 51 percent owned by current public housing or Section 8-assisted housing residents. Firms claiming Section 3 preference must submit the Section 3 Self-Certification and Action Plan form, Previous Section 3 Compliance Certification, and Assurance of Compliance Certification by the May 4, 2026 deadline, and such preference is awarded only when all other bid factors are equal, including price. All responding firms must comply with Title VI of the Civil Rights Act of 1964, Section 109 of the HCD Act of 1974, the Fair Housing Act, Section 504 of the Rehabilitation Act of 1973, the Americans with Disabilities Act of 1990, the Architectural Barriers Act of 1968, and the Build America, Buy America Act (BABA). The solicitation does not identify an incumbent contractor or specify budget ranges or award values; however, contractors must understand that Section 3 compliance failures may result in remedies including written notice with 10 business days to cure, contract termination, or liquidated damages of $100 per day out of compliance. Respondents must obtain Statement of Qualifications Forms and Section 3 Certification Forms prior to proposal submission and submit detailed responses electronically or by mail to Edward Guzman, City Manager, at the City of Cedartown.
