About this opportunity
Public Utility District No. 1 of Snohomish County, Washington, is soliciting bids under RFP PWC Lake Stevens Circuit 12-124 for labor, materials, and equipment to clear trees and brush along approximately 28.4 pole miles of its transmission and distribution system, with a pre-bid meeting on November 5, 2026 and proposals due November 12, 2026. Bidders must be prequalified by the District for Category D-1 Right-of-Way Clearing and Maintenance, Tree and Brush Work, which filters eligibility before pricing. A reciprocal resident-contractor preference applies: nonresident contractors from states that provide in-state bidding preferences receive a comparable percentage disadvantage on their bids. The document lists no disadvantaged-business or women-owned business set-asides.
Scope covers pruning, cutting, treating, clearing, and disposing of trees and brush, including herbicide application and reseeding. The work runs from the Lake Stevens Substation east along 20th Avenue from Tom Thumb to Machias Road, out OK Mill Road to South Carpenter, and north to the end of the line, in the vicinity of Lake Stevens and Machias in Snohomish County. Contractors must comply with prevailing wage requirements under RCW Chapter 39.12, WISHA safety regulations, federal and state environmental provisions, and ADA requirements.
Bid security equals 5% of the total bid amount, excluding tax, as a certified check or a bid bond from a corporate surety rated A- or better by Best's Key Rating Guide. Performance security equals 100% of the total contract price, including tax, due before contract signing and within ten days of notification as the successful bidder. Payment is monthly on actual work performed, with 5% retainage held until final project completion and clearance of all claims.
The District intends to award to the bidder whose proposal best serves its interests, considering factors including work safety record and prior performance, and it reserves the right to reject any and all bids. Electronic bids are submitted through Public Purchase by 2:00 p.m. local time on November 12, 2026. The pre-bid meeting is at 10:00 a.m. on November 5, 2026, at the Snohomish County PUD Operations Center in Everett. Award is anticipated December 1, 2026.
