About this opportunity
The City of Flagstaff, acting with the City of Flagstaff Housing Authority and City Nonprofit, is soliciting proposals from experienced developers to serve as co-developer for the redevelopment of Siler Homes, a 100-unit public housing site in Flagstaff, Arizona. Proposals are due January 5, 2027 at 12:00 p.m. Mountain Standard Time. Respondents must demonstrate successful Low Income Housing Tax Credit development in Arizona, HUD Rental Assistance Demonstration (RAD) projects, and affordable housing regulatory compliance.
The co-developer will design, finance, and construct a new mixed-income rental neighborhood that more than doubles the current 100 units on a 14.98-acre site, with a possible additional 2.09-acre parcel. The project must include a housing administration office, a maintenance facility, and community space for resident meetings and Head Start programming. Current residents transitioning to new units require right-sizing across 15 one-bedroom, 45 two-bedroom, 23 three-bedroom, 13 four-bedroom, and 2 five-bedroom units. Respondents must comply with RAD Use Agreements, Fair Housing, ADA, Section 504, Davis-Bacon, Section 3, and URA requirements. The project is funded in part through Proposition 442 general obligation bonds approved by voters in November 2022.
The City remains the land owner and will act as ground lessor. The City or its nominee must hold at least 50 percent General Partner ownership with a share of developer fees. The City retains property management control during the first two years of occupancy, with intent to become sole Property Manager thereafter. All predevelopment costs are at the respondent's sole financial risk. Proposals are limited to 35 pages. Evaluation weights are Site Concept and Plan (30 points), Value to the City (25 points), Organizational Qualifications and Capacity (20 points), Financial Plan and Capacity (20 points), and City Financial Participation/Price (5 points). If the City cannot negotiate a Development Agreement within 180 days of selection, the award will be terminated and the process may proceed to the next-highest scoring proposal.
