About this opportunity

The City of Fort Worth is requesting proposals for protective footwear to be supplied to City departments on an as-needed basis, with proposals due October 8, 2026. A 30% Small Business participation goal applies — at least 30% of total awarded contract value must be subcontracted to or spent with certified Small Business firms located in Tarrant, Wise, Johnson, Parker, or Denton County.

Vendors must maintain a permanent business address within 25 miles of City Hall, provide fitting sessions, stock adequate inventory, and operate a mobile shoe service equipped with repair and polishing capabilities. The scope includes asphalt, electrical hazard, orthopedic, restaurant-type, static dissipative, and waterproof footwear, all meeting ANSI and OSHA standards. Delivery requirements are one week for standard orders, two weeks for special orders, and two business days for expedited orders. Vendors must carry a minimum one-year warranty, offer no restocking fees for returns or exchanges, extend 30-day return and exchange options following contract expiration, and provide detailed invoices. A minimum of two years' experience in safety footwear is required.

The City's historical annual spend on safety footwear averages $145,000. Pricing must be submitted as firm-fixed unit prices on the provided Bid Table, with all costs including transportation, travel, and fuel included; no additional charges are permitted.

Evaluation is best-value: cost (up to 30 points), Small Business participation (up to 20 points), company experience (up to 10 points), ability to meet City needs (up to 20 points), and ability to provide mobile services (up to 20 points). Proposals scoring below 50% of non-price points are disqualified. The initial contract term is one year with options to renew for up to four additional one-year periods upon mutual agreement, with 90 days' notice required for non-renewal. Proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities. The contract is non-exclusive and subject to Fort Worth's Small Business Ordinance and Texas statutes prohibiting boycotts of Israel and energy companies (applicable where contract value exceeds $100,000 and vendor employs ten or more full-time employees).
