About this opportunity
Medford Irrigation District is soliciting qualifications-based proposals for professional engineering services to advance Phase 1 of the Medford Canal Piping project from planning-level concept to approximately 30 percent preliminary design, with proposals due December 4, 2026. Selection follows ORS 279C.110, and proposals must not include pricing; compensation is negotiated only with the highest-ranked proposer. All professional engineering and land surveying services must be performed under the responsible charge of Oregon-licensed professionals. Proposers must submit certifications covering resident/nonresident status, non-discrimination, Oregon tax law compliance, independent contractor status, and proposal certification.
The scope covers project management and coordination, existing information review, surveying and mapping, geotechnical investigation, hydrologic and hydraulic analysis, utility and constructability coordination, environmental and cultural resource design support, preliminary design drawings, planning-level cost estimating, and a Basis of Design Report. The work pipes approximately 2.7 miles of the Medford Canal below Bradshaw Drop, about eight miles northeast of Medford in Jackson County, Oregon. MID anticipates monthly progress meetings and milestone reviews at completion of major deliverables. The contract term is limited to preliminary engineering. Final design, permitting, and construction administration are not guaranteed but may become available through future amendments. The selected consultant must carry workers' compensation, commercial general liability, automobile liability, and professional liability insurance.
The project is funded through an Oregon Watershed Enhancement Board Technical Assistance Grant, and state procurement requirements apply. Evaluation weights are relevant experience and past performance (30 points), project manager and key personnel qualifications (25 points), project understanding and technical approach (25 points), project management and scheduling (15 points), and proposal quality and responsiveness (5 points).
Proposals must be submitted as a single searchable PDF not exceeding 20 pages, excluding cover, table of contents, resumes, and certifications, emailed to Jack@MedfordID.org. Late proposals will not be accepted. Evaluation and ranking are scheduled for December 7–8, 2026, with potential interviews on December 9, an Intent to Award on December 10, negotiations from December 11–17, and Notice to Proceed on December 18, 2026. MID reserves the right to reject any or all proposals, waive minor informalities, and modify the schedule by written addendum.
