About this opportunity
The Michigan Department of Corrections (MDOC) is issuing a Request for Proposal (RFP 250000002000) for prison-based substance use treatment services to be provided across multiple correctional facilities throughout the state. The procurement seeks qualified contractors to deliver cognitive behavioral therapy-based treatment programs that incorporate trauma-informed care and medication-assisted treatment (MAT) to incarcerated individuals. Deliverables include group therapy sessions (approximately four groups per day, four days per week per therapist, lasting 1.5 hours each), individual counseling (three sessions per client with discretionary increases), clinical assessments, treatment planning, relapse prevention planning, discharge planning, and progress note documentation. The RFP encompasses approximately 15,000 offenders with substance use treatment recommendations across two primary treatment modalities: Phase II groups and Aftercare/Support and Aftercare Treatment (ASAT) groups. Current demand is substantial, with 520 prisoners awaiting Phase II placement (including 90 past their earliest release date) and 1,306 prisoners awaiting ASAT placement (including 195 past their earliest release date). Contractors must maintain appropriate licensure from the Michigan Department of Licensing and Regulatory Affairs, complete MDOC-required training, pass security clearances including LEIN approval and background checks, and comply with Prison Rape Elimination Act (PREA) standards and MDOC Vendor Rules and Regulations. The evaluation will be conducted in two stages: technical evaluation based on Schedule A (85 points) and the Vendor Questions Worksheet (15 points), with only proposals scoring 80 or more points eligible for price evaluation. Key deadlines include a pre-proposal meeting on April 28, 2025, at 1:00 p.m. Eastern; written questions due by 3:00 p.m. Eastern on April 30, 2025, with answers posted by May 7, 2025; and proposal submission deadline of 3:00 p.m. Eastern on May 20, 2025. The anticipated contract effective date is October 1, 2025, with a go-live date of February 1, 2026, and a contract term of approximately 5.25 years through January 31, 2031, with renewal options for up to three additional one-year periods at the State's discretion.
If subcontractors perform more than 20 percent of deliverables, at least 20 percent of subcontracted work must be awarded to Michigan-based Geographically Disadvantaged Business Enterprises (GDBE). The State anticipates making a single statewide award but reserves the right to make split awards by county or prosperity region; bidders may propose services for select prosperity regions or statewide with separate pricing options permitted for regional versus statewide awards. Current incumbents are present at multiple facilities, and while no specific incumbent provider list is provided in the RFP documents, bidders may reference previous MDOC contracts as relevant experience when demonstrating qualifications. The MDOC will provide computer and copier access at facilities, facilitator manuals, and training on required curricula, while contractors must maintain their own record-keeping systems for financial, personnel, billing, and supervision documentation; offender records will remain in MDOC's EHR system. Pricing is firm for the entire contract term and must be submitted as hourly rates for clinical staff, training, and computer-based training modules, with all costs including labor, equipment, materials, administrative expenses, and documentation, and the State has provided guidance that bidders should consult DTMB's Contract List to review current MDOC billing rates for substance abuse-outpatient services to inform their pricing proposals. Payment will be made via Electronic Funds Transfer within 45 days of invoice receipt, with the Contractor required to bill Medicaid for all allowable services and MDOC providing reimbursement only for services not covered by Medicaid. The specific budget or contract value is not disclosed in the RFP materials provided.
