About this opportunity
Harris County Precinct 4, in conjunction with the Texas Parks and Wildlife Department, is issuing a Request for Proposal for Phase 2 Indoor Enhancements at John Paul Landing Environmental Education Center. The project encompasses twelve major scope items including development of a multilingual audio tour system with Spanish and Vietnamese translations, fabrication and installation of exhibit displays themed "Life in the Lake," "Secret Life of Prairie Roots," and "Waters of Harris County," themed lobby wall treatments, discovery room enhancements, bird-friendly window film installation, a new storage shed structure, acoustic ceiling upgrades, exterior entrance track markings, restroom wall art, and reception desk relocation. Proposals must be submitted by 2:00 PM CST on March 30, 2026, to Matthew McGarrity at Harris County Purchasing, 1111 Fannin Street, 12th Floor, Houston, Texas 77002, with a mandatory pre-proposal conference scheduled for 10:00 AM on March 9, 2026, at the facility located at 9950 Katy Hockley Road, Cypress, Texas 77433. Written questions must be submitted by March 12, 2026, at 12:00 PM CST via Bonfire. Contract award will be determined based on evaluation criteria weighted as follows: Firm Experience & Qualifications (20%), Firm Capacity & Resources (20%), Organization & Project Methodology (35%), and Pricing (25%). The anticipated contract term is one year initial with two optional one-year renewal periods, with construction anticipated to be completed by December 31, 2028. Required qualifications include demonstrated experience completing similar indoor enhancement projects, adequate capacity and resources to support the scope, and commitment to compliance with all applicable federal, state, and local laws and regulations, including universal design principles and ADA accessibility standards.
Participation by Minority and Women-Owned Business Enterprises is required, with bidders obligated to meet an established M/WBE participation goal percentage or demonstrate comprehensive good faith efforts if unable to achieve the goal. The project is federally funded through sources including the U.S. Department of Housing and Urban Development, the Federal Emergency Management Agency, and potentially the Texas General Land Office, which subjects the procurement to 2 CFR 200 standards and imposes extensive federal compliance requirements including Davis-Bacon prevailing wage standards, Contract Work Hours and Safety Standards Act compliance, civil rights protections, environmental compliance, and Section 504/ADA accessibility standards. Harris County has established a minimum wage requirement of $21.65 per hour for all workers directly assigned to this contract. Performance and payment bonds are required, with a 5 percent bid guarantee due at submission and performance/payment bonds executed by surety companies licensed in Texas within ten days of award. Contractors must maintain comprehensive insurance coverage including Workers Compensation, Commercial General Liability, Automobile Liability, Umbrella/Excess Liability, and Professional/Errors & Omissions Liability, with Harris County named as an Additional Insured. Specific award values and budgets are not disclosed in the procurement documents; however, the performance bond requirement indicates the contract is anticipated to exceed $100,000, and the comprehensive scope of work suggests a significant budget allocation for design, fabrication, installation, and project management services.
